Enrolment Scheme
Home
Zone
All
students living in the home zone detailed below are entitled to enrol
at the school on the general roll at any time. However, living within
the home zone does not guarantee a place in the Special Programmes
(refer to pages 3, 5 and 7).
The
zone boundary starts at the intersection of O’Neill Street and
Ponsonby Road, it then heads south east down the centre of Ponsonby
Road and turns south west into Williamson Avenue. The boundary
follows the centre of Williamson Avenue to its intersection with
Grosvenor Street where it cuts across Grey Lynn Park to exclude
Grosvenor Street, Elgin Street and Schofield Street.
The
boundary joins the road again at the intersection of Dryden Street and
Allen Road. It then continues along the centre of Allen Road to
Richmond Road at the point where Castle Street meets Richmond Road.
The boundary excludes Edwards Road and Castle Street.
The
boundary then follows the centre of Richmond Road to the intersection
of Richmond Road and Regina Street. The zone includes Hakanoa Street,
Sackville Street and Westmoreland Street.
At
the point where Regina Street meets Richmond Road, the boundary turns
north west and runs parallel to Regina Street (excluding Regina
Street) and then turns north easterly to run parallel to Livingston
Street (but excludes Livingston Street) across to Parawai Crescent and
then turns in a southerly direction to run parallel to Parawai
Crescent to Richmond Road (excluding Parawai Crescent). The boundary
then follows Richmond Road in an easterly direction (now including
both sides of Richmond Road) to the point at which Richmond Road meets
the boundary of the grounds of St Paul’s College.
The
zone boundary then follows the boundary of the grounds of St Paul’s
College to Moira Reserve and runs around Moira Reserve (excluding
Moira Street) and rejoins the boundary of the grounds of St Paul’s
College. The zone boundary then continues along the boundary of the
grounds of St Paul’s College and Marist Primary School (excluding
Tawariki Street, Hukunui Crescent and Trinity Street) and then runs
parallel to Trinity Street (excluding Trinity Street itself), Ardmore
Road (excluding Ardmore Road itself), Pompalliar Terrace (excluding
Pompalliar Terrace itself) and John Street (excluding John Street
itself).
The
boundary turns east at the intersection of John Street and O’Neill
Street and continues east along O’Neill Street (taking in both sides
of O’Neill Street) to Ponsonby Road.
Proof
of residence within the home zone will be required.
In-zone Enrolments
Each
year, applications for enrolment in the following year from in-zone
students will be sought by a date which will be published in a daily
or community newspaper circulating in the area served by the school.
This will enable the Board to assess the number of places which can be
made available to students who live outside the home zone.
Out
of Zone Enrolments
Each
year the Board will determine the number of places which are likely to
be available in the following year for the enrolment of students who
live outside the home zone. The Board will publish this information
by notice in a daily or community newspaper circulating in the area
served by the school. The notice will indicate how applications are to
be made and will specify a date by which all applications must be
received.
Priority of Applications
Applications for enrolments will be processed in the following order
of priority:
First
Priority
will be given to students who have been accepted for enrolment in the
following special programmes run by the school and approved by the
Secretary for Education.
(a) Te Whanau Whariki – Maori Language Bilingual Unit
(b) Mua I Malae – Samoan Language Bilingual Unit
(c) French Unit – French Language Bilingual Unit
Second Priority
will be given to applicants who are siblings of current students
of the school.
Third
Priority
will be given to applicants who are siblings of former students of the
school.
Fourth Priority
will be given to applicants who are children of Employees of
the school’s Board.
Fifth
Priority
will be given to all other applicants
If
there are more applicants in the second, third, fourth or fifth
priority groups than there are places available, selection within the
priority group will be by a ballot conducted in accordance with
instructions by the Secretary under Section 11G(1) of the Education
Act 1989. Parents will be informed of the date of any ballot by notice
in a daily or community newspaper circulating in the area served by
the school.
Applicants seeking second or third priority status will be required to
give proof of a sibling relationship.
Richmond Road School
French Language Bilingual
Unit
The
school offers a programme of study for students who comply with the
following criteria. The maximum number of students that can be
accommodated in the Programme at any one time is 60.
Eligibility
Part
One:
An interview will be necessary for all applicants. During the
interview, parents/caregivers of all applicants will be required to
confirm that they understand and accept the minimum level of
commitment for participation in and support for the Programme required
from them. This commitment will be documented (in a form approved by
FRENZ School Incorporated (FRENZ) and the Board) (“Pledge”).
Part
Two:
In addition to the requirement in Part One, applicants who meet one or
more of the following criteria will be afforded priority:

Notes:
1. Proficiency in the French language will be assessed using
documented methodology developed by FRENZ (and approved by the
Board). The proficiency of an applicant will be ranked on a scale of
zero to ten, zero being an applicant with no ability and ten being an
applicant who is fluent in the French language. The score given to
any applicant will be determined by a person or persons appointed by
FRENZ (with the approval of the Board). The determination will be
final (ie. not subject to appeal).
2. Applicants who are siblings of current students in the
Programme will be assigned a score of two where the requirements of
any earlier Pledge entered into by the parents/caregivers of the
applicant have been met. If those requirements have not been met the
score will be zero.
3. Applicants who are siblings of former students in the
Programme will be assigned a score of one where the requirements of
any earlier Pledge entered into by the parents/caregivers of the
applicant were met during the time the former student was enrolled in
the Programme. If those requirements were not met the score will be
zero.
4. Whether a parent or caregiver is sufficiently proficient in
French to qualify for the points under criteria 5 will be determined
by a person or persons appointed by FRENZ (with the approval of the
Board). The determination will be final (ie. not subject to appeal).
5. An applicant qualifying for points under criteria 2 is not
eligible for points under criteria 3.
6. An applicant qualifying for points under criteria 4 is not
eligible for points under criteria 5.
Enrolment
All
enrolments must be approved by FRENZ.
Procedures
for enrolment in case of more applications than places available
Applications for enrolments will be processed in the order of priority
established by the applicant’s aggregate score from the criteria set
out in Part Two, subject to the rules set out below.
Applicants claiming a sibling relationship will be required to
provide evidence satisfactory to the Board.
Applicants living inside the school’s home zone will have priority
over applicants living outside the school’s home zone where: (a) the
applicant living within the home zone has met the criteria set out in
Part One and has an aggregate score of at least one for the criteria
set out in Part Two; and (b) where there are still places in the
Programme after all priority enrolments have been dealt with.
Existing students of the school who wish to enrol in the Programme
will be required to apply in the same way as applicants who are not
currently students at the school.
If
there are more applicants in any of the priority groups than there are
places available, selection within the priority group will be by a
ballot conducted in accordance with instructions by the Secretary
under Section 11G(1) of the Education Act 1989. Parents will be
informed of the date of any ballot by notice in a daily or community
newspaper circulating in the area served by the school.
The
ballot will conform to the balloting procedures as set out in the
Ministry of Education instructions August 2000.
Pledge Items – French-English Bilingual Unit
1.
Students in the Programme will have access to support at home through
either:
a.
a parent or caregiver they live with who is a proficient French
speaker.
Or
b.
a parent or caregiver who is actively learning the French
language in an approved programme.
Or
c. a caregiver who has been employed/seconded to speak to the
child in French.
2.
Each
parent/caregiver will actively participate to assist in the life of
the unit. Examples of this include attending the regular parent/
teacher meetings called by the teachers, helping as teacher aide,
joining the
Frenz committee.
3.
Each
family will pay the requested term donation, which augments the human
and french resources of the class, within the term. This amount is set
by the Frenz committee for each year. Each
family will become a member of the association, and renew that
membership yearly.
It is
acknowledged that, due to individual circumstances, one or more of
these items may not be reasonably achievable for some
parents/caregivers. It is the responsibility of the parent/caregiver
to raise any issues of this nature during the enrolment interview.
Where appropriate, the items may be substituted and/or modified by
agreement with the parent/caregiver, Leader of the Programme and the
appointed Frenz Representative.
